OpenAI-compatible relay to a running model rental, list models (renter owner/admin)

One of four relay paths (models, chat/completions, completions, embeddings); any other path under /openai/v1 is 404. The server forwards to the rental's own leased http endpoint and adds the per-job key; client cookies and Authorization never reach the host. 409 unless the job is RUNNING with a model endpoint. Bodies over 1 MiB are 413. Rate-limited per account. Point any OpenAI client here as its base URL with an AmpleRun API key (renter scope).

## Authentication

Use the credential and scope required by this operation. For programmatic renter/host calls: `Authorization: Bearer $AMPLERUN_API_KEY`. A host-agent signature or other specialized proof is required where the description specifies it.
